Capability Life Cycle Management (CLCM)

The CLCM is integrated into the System Program Office (SPO) and contracted to deliver through-life asset management of Products being supported (PBS). The CLCM performs asset, sustainment and engineering functions to optimise availability and Total Cost of Ownership (TCO) and minimise risk through life of the PBS. The CLCM works collaboratively via the SPO with Regional Maintenance Centre’s (RMC) to plan maintenance activities and installation of capability upgrades. The CLCM works collaboratively via the SPO with the Design Services Contract (DSC) to plan and execute engineering changes and services. The CLCM delivers functions against the contract scope across the Asset Class Enterprise to support Defence Maritime Capability.

The Opportunity:

The Reliability and MRD Program Lead will ensure the successful delivery of the Reliability Program, MRD Program, and Maintenance Effectiveness Review program activities in accordance with the requirements of DSD-AMP-AMS and the approved Asset Management Plans.

The Reliability and MRD Program Lead will drive both proactive and reactive process improvement to eliminate or reduce detractors to platform reliability, availability, and maintainability within boundaries of the CLCM contract.

Additionally, the Reliability and MRD Program Lead will provide oversight and supervision for all tasks under the Reliability and MRD Program, including the supervision of stakeholders and integration guidance.

Responsibilities:

  • Implement and maintain engineering and maintenance reliability and continuous improvement work procedures.

  • Build cross-functional relationships with stakeholder groups across the ACS ACE to assist the Asset Optimisation Manager drive an integrated approach to asset optimisation activities.

  • Lead a team of SMEs in conducting platform system health reviews as per the LSA schedule to provide options for continuous improvement, to sustain asset availability, and sustainably reduce maintenance costs.

  • Review and perform Root Cause Analysis on system failures and downtime to ascertain failure modes and implement corrective actions in revised maintenance strategies, work instructions and/or engineering improvements.

  • Collaborate with discipline engineers in design reviews to give reliability findings and recommendations, review and improve engineering specifications/drawings and propose design modifications to improve reliability within cost and other performance requirements

  • Manage the governance for approvals, documentation and tracking of all reliability actions and areas for continuous improvement

  • Prepare briefing material and present briefings to provide relevant stakeholders across the ACE recommendations/suggestions that address ILS issues

  • Identify and report to the Asset Optimisation Manager on resource constraints, schedule conflicts and other detrimental factors and provide mitigation plans.

As the ideal candidate you will bring:

Essential:

  • Bachelor's Degree in engineering (or equivalent experience coupled with relevant qualifications).

  • Authorized to undertake asset management activities and initiatives within the constraints of the CLCM contract.

  • Eligible to obtain SQEP and DAR Engineering Delegation Authority within an Authorised Engineering Organisation

  • 10 years of experience in the application of Reliability, Availability & Maintainability (RAM) and Failure Modes Effects and Criticality Analysis (FMECA) to engineering projects

  • Significant experience in the application of Reliability Centered Maintenance, Level of Repair Analysis

  • Experience with analysing needs and system requirements, and allocation to specifications

  • Experience in the conduct of Logistic Support Analysis, including Maintenance and Operator Task Analysis and LSA Reports.

  • Experience in managing teams with strong organisational and coordination skills.

  • Experience in taking responsibility for engineering decisions within a complex regulatory framework and ensuring that safe operations are maintained.

  • Must be eligible for ITAR clearance of relevant ship systems

Desirable:

  • Change Management

  • Proven experience in the application of Life Cycle Cost (LCC) analysis & Spares Modelling

  • Defence Industry experience
