Department of Natural Resources, Executive Director's Office
This position is located in the Executive Director's Office of the Colorado Department of Natural Resources. EDO exists to guide and supervise the activities of the eight Divisions within DNR in the development, preservation and enhancement of Colorado’s natural resources for the benefit and enjoyment of its citizens – both now and in the future.
This position will report into the Executive Director’s Office (EDO). The EDO manages and leads the activities of the Divisions within DNR in the development, preservation, and enhancement of Colorado’s natural resources for the benefit and enjoyment of Coloradans and visitors – both now and in the future. EDO combines and manages the administrative, operational and performance functions of all DNR divisions, including the EDO.
Description of Job

This position will provide support for the technology operation at DNR reporting to DNR’s Business Technology Product Director. This position will have responsibilities with DNR’s network and infrastructure solutions that are hosted with The Governor’s Office of Information Technology (OIT) and a variety of key vendors. This position functions as the staff authority for DNR’s network and infrastructure business needs and how customers are served through this infrastructure. In this role, the Business Technology Program manager will define a maintenance strategy and program with key technology stakeholders at DNR and OIT, and will lead the program by coordinating technology implementations with OIT and divisions, monitoring Service Level Agreements (SLAs) with OIT, and day to day operations for DNR and the EDO. This position will work as an escalation point for DNR divisions to ensure their needs are met related to network and infrastructure operations with OIT and appropriate vendors.
The Business Technology Program Manager will design strategy, systems, processes, guidelines, rules, and standards that are mission critical related to DNR’s network and infrastructure so that continuity of business operations runs smoothly.
This position will directly impact DNR’s ongoing technical operation and will effectively communicate strategy and implement change through specific Change Management practices aligned with OIT and key vendors. This position will have direct influence and impact agency-wide that will ultimately impact DNR customers as well as employees.
Position duties include but are not limited to:
Technology Program Management:
Define and lead technology initiatives related to DNR’s network and infrastructure improvements.
This includes conducting a gap analysis with OIT and vendors on each DNR site location and what the current state is and what the future state must be.
This data will inform decisions on investment related to network systems and configuration that meets state and federal standards related to 9-1-1 reliability and cyber security.
Decisions will include resource allocation, budget requests, project initiation, and vendor selection.
Technical Operations Daily Management :
Determines how to communicate and comply with technology best practices and policies set by OIT and other standards bodies (ex: WCAG 2.2 for Accessibility compliance).
Ensuring overall consistency in management of technology infrastructure systems within a constrained budget with OIT and other key vendors.
Special Projects & Initiatives:
Perform other duties, special projects, and initiatives as needed for the Department.
May lead interagency or interdivisional working groups or teams to achieve new initiatives .
Lead work-based technology working groups; internal communications; training DNR on new technologies, coordinating technology demonstrations with vendors/OIT and DNR employees .
Engaging internally and externally to decide the best strategy and vision for implementing initiatives from the DNR and OIT .
Other duties assigned.

Minimum Qualifications
Seven (7) years of professional experience in technology portfolio management, technology project management, program management, or deploying technology.
OR
Education and Experience:
A combination of related education and/or professional experience in technology portfolio management, technology project management, program management, or deploying technology equal to seven (7) years
