PayPal is looking for an experienced lawyer to join PayPal’s Legal team in Singapore. This position is based in Singapore and will report to the Associate General Counsel for APAC (based in Singapore). This position will provide legal and regulatory support for the markets in Singapore, Malaysia and Vietnam.
To succeed in this challenging role, candidates should be self-motivated, have excellent interpersonal skills, good business acumen, strategic and creative in their thought process. Role and responsibilities include:
Providing legal and regulatory advice associated with online payments, interbank transfers and settlements, credit & debit card fund settlements, foreign exchange, money remittance, E money, holding and reuse of balances, credit card settlements, card acquiring & payments processing;
Providing legal and compliance advice associated with payments licensing, payments regulations , anti- money laundering, counter terrorist financing, outsourcing, data protection, privacy, consumer protection, information security,
Providing legal advice on employment law , litigation , customer complaints, competition; contract law, company law and company secretary support and commercial transactions
Dealing with financial services regulators in Singapore, Malaysia and Vietnam
Advising on legal and regulatory risk associated with sales, marketing, public relations, and product development;
Drafting and reviewing commercial contracts with online merchants ;
Maintaining online legal agreements, and in particular the User Agreement;
Monitoring ongoing legislation and regulatory changes;
Advising on Mergers and Acquisitions and Joint ventures;
Advising on market entry into local markets which include setting up local sales and marketing legal entities and managing license applications.
Becoming the liaison and organizational touch point with the relevant Financial Intelligence Units or law enforcement agencies for suspicious transaction reporting; and
Working closely with the Singapore, Malaysia and Vietnam Compliance and Government Relations Teams.
WORK EXPERIENCE & QUALIFICATIONS:
This position also requires business acumen, strategic and creative thinking, strong project leadership, strong communication skills and multi-tasking capabilities. To be successful in this role, the candidate must be independent, well-organized with excellent interpersonal and problem solving skills. He / she would must be fluent in English (native level fluency).
12 years PQE either in private practice or inhouse
Knowledge and understanding of law and regulations applicable to Payments, Credit & Debit Card services, Remittances, Fund Settlements, Foreign Exchange, export and import of goods and services and e-Commerce including, but not limited to payments and settlement AML and CFT regulations, Company Law, and Foreign Exchange Regulations.
Knowledge and understanding of general Banking, Securities and Financial Services related regulations.
General Legal background and experience with common issues related to Employment, Commercial, Corporate, currency controls, foreign exchange, litigation and intellectual property.
Good understanding of online related technology and online businesses
Excellent verbal and written communication skills
Experience in creating training procedures or training programs
Mastery of Microsoft Office-Excel, Visio, PowerPoint and Word.

- Successful completion of a Law Degree with professional admission to practice law in an established jurisdiction is required
