Lockheed Martin Program Management Manager in Liverpool, New York

Description: Lockheed Martin Corporation's Rotary Mission Systems (RMS) business is in search of a highly motivated International Capture and Production Program Manager to join our expanding team in Syracuse, NY. In this position, the candidate is responsible for a subset of the Surface Electronics Warfare Improvement Program (SEWIP) portfolio execution supporting the C6ISR line of business. The SEWIP portfolio includes production, retrofit and depot repair programs for both domestic and international customers.

The candidate will be expected to be the primary interface to government and international Program Management Office’s (PMO) while ensuring the program effort is managed and meets management, technical, and cost defined targets. The PM will need to keep the needs of the customer in mind while developing strategic planning to ensure program performance and capture future business. The candidate will need experience with contracts, subcontractors, be able to lead proposals for new and upcoming work. Experience with leading efforts that include full rate production programs, retrofit programs and repair depot programs. The candidate will need experience with Risk and Opportunity Management, exploitation of opportunities and the mitigation of risks. The ability to lead a diverse team to solve complex technical issues and maintain a full rate production line.

Responsibilities:

• Directs all phases of programs from inception through completion.

• Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.

• Responsible for the cost, schedule performance of assigned programs.

• Participates in the negotiation of contract and contract changes.

• Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.

• Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.

• Develops new business or expands the product line with the customer.

• Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.

• Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Basic Qualifications:

• Experience with full rate production, including managing cost and schedule baselines and experience with risk and opportunity management.

• Experience leading multidisciplinary or cross-functional teams.

• Experience managing, developing and submitting proposals.

• Experience building strong relationship with customers, subcontractors and company leadership.

• Certified Cost Account Manager (CAM), program scheduling, Earned Value Measurement (EVM) experience

• Must hold an active, final US security clearance or have a secret clearance with investigation or CV date within last 5 years.

Desired Skills:

• Experience with bringing products from product improvement to production while balancing schedule, budget, and technical pressures.

• Experience with the US Navy NAVSEA Program Executive Offices (PEOs).

• Bachelor’s degree with 10+ years of professional experience; or 8 years’ experience with a Master’s degree.

• Experience with Contractor Performance Assessment Reporting System (CPARS).

• Experience working with vendors and solving complex problems in partnership.

•Comprehensive Estimate at Completion (CEAC) analysis

Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

Ability to Work Remotely: Onsite Full-time: The work associated with this position will be performed onsite at a designated Lockheed Martin facility.

Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

Schedule for this Position: 4x10 hour day, 3 days off per week

Pay Rate:

The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, or Washington is $123,500 - $236,800 . Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.

This position is incentive plan eligible.

Pay Rate:

The annual base salary range for this position in most major metropolitan areas in California and New York is $142,100 - $267,600. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s work experience, education/ training, key skills as well as market and business considerations when extending an offer.
