Job Description:

L3Harris is seeking a Deputy Program Manager to lead multi-functional teams in the execution of Tactical Missions Division programs and will be responsible for executing multiple programs. Additionally, the deputy Program Manager will be expected to assist in directing all phases of the follow-on program from proposal to contract award with oversight from a senior program manager. A background with experience leading development and complex Agile software development programs with geographically dispersed teams is strongly preferred for this position. The Deputy Program Manager is responsible for the cost, schedule, and technical performance of assigned programs and proposals by leading teams including Engineering, Operations, Contracts, Legal, Finance, Quality, Security, and others. Program Managers are expected to demonstrate team building, leadership, and communication skills by building relationships of trust with their teams, customers, peers, and leadership, and to effectively communicate with confidence including regular presentations and status updates to leadership.

Essential Functions:

• Responsible for managing and driving key performance indicators of cost, schedule, and technical performance requirements of complex technical programs through the life-cycle phases of development, implementation, and operations to meet and exceed revenue and profit objectives

• Assist in the development and maintenance of an active and proactive risk management program

• Assist in budget management and financial execution of the program

• Develop and manage accurate programmatic and financial forecasts

• Prepare proposals, business plans, proposal work statements and specifications, operating budget, and financial terms/conditions of contract

• Responsible for managing a collaborative work environment with the customer to achieve business objectives

• Participate in responses to RFIs, RFPs, or Requests for a ROM

• Participate in program review sessions with customer to discuss cost, schedule, and technical performance

• Serve as the EVM focal point between technical, cost, schedule, and program management teams

• Establish milestones and monitor adherence to master plans and schedules

• Identify program problems and obtain solutions such as allocating resources or changing contractual specifications with oversight from senior program manager

• Fully understand customer mission gaps, constraints, and objectives

Qualifications:

• Must have current and active Secret Security Clearance

• Bachelor’s Degree and a minimum of 6 years of prior relevant experience; Or, Graduate Degree and a minimum of 4 years of prior related experience; Or, in lieu of a degree minimum of 10 years of prior related experience

• Minimum 5 years of working knowledge of Earned Value Management and/or Project/Project Management concepts

• Minimum of 5 years of experience with risk, opportunities, issues and change management

• Must have a minimum 4 years of prior experience managing programs with DoD or Intelligence Community Organization

Preferred Additional Skills:

• Current and active Top Secret or Top Secret/SCI Clearance

• Ability to build and maintain positive relationships with senior stakeholders across various functions

• Ability to influence decision-making processes by presenting clear, data-driven recommendations to senior stakeholders

• Thrive in a fast-paced, dynamic environment and able to adapt quickly to changing priorities and new challenges

• Comfortable operating in a "managed chaos" setting with ambiguity and rapid iteration

• Entrepreneurial mindset with a bias towards action, taking initiative, and driving towards results

• Self-motivated self-starter who can hit the ground running with minimal oversight

• Able to multi-task, prioritize, and manage multiple workstreams and deadlines simultaneously

• Flexible and agile, with the ability to quickly pivot focus as needed

• In-depth knowledge of project management and Agile Scrum principles
