PUBLIC ASSISTANCE PROGRAM PLANNER I

The pay range for this position is $22.06 - $29.43 per hour

The State of New Hampshire, Department of Safety, Division of Homeland Security and Emergency Management has a full-time vacancy for Program Planner I, SOC Title 13-1110 MANAGEMENT ANALYSTS-1. This position has a 37.5 hour work week and is considered non-exempt. This is a grant funded position and subject to renewal every 2 years.

SUMMARY:Plans, monitors, and compiles information necessary for the implementation of the of the Public Assistance Grant Program following Major Disaster Declaration FEMA-4516-DR-NH for the COVID-19 incident for the Division of Homeland Security and Emergency Management. Works in the Mitigation and Recovery Section under the direction of the Assistant Chief.

18 Months or 1.5 Years of additional relevant experience = Associate's degree

36 Months or 3 Years of additional relevant experience = Bachelor's degree

54 Months or 4.5 Years of additional relevant experience = Master's degree

MINIMUM QUALIFICATIONS:

Education:Bachelor's degree from a recognized college or university with major study in business, information technology, communications, education, emergency management, law enforcement, fire science, engineering, public administration, homeland security or an emergency management related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience:Two years' experience in business, information technology, communications, education, emergency management, law enforcement, fire science, engineering, public administration, homeland security or an emergency management related field with responsibility for compiling and editing financial documents, reports or plans and providing program information to others. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification:Must possess a valid drivers license.

SPECIAL REQUIREMENTS:

  1. As necessary, must work a flexible schedule to include nights and weekends, to accomplish the mission of Division of Homeland Security and Emergency Management.

  2. Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

  3. Must have proficiency with Microsoft Office suite of products.

RESPONSIBILITIES:

Coordinates and consults with other state and local officials regarding COVID-19 Public Assistance Grant Program, promotes grant activities, and designated projects in order to track targeted programmatic and financial activities related to the disaster. Ensures compliance with federal and state guideline and continued eligibility of ongoing projects and programs by compiling and reviewing data, records, and ongoing grant eligibility criteria.

Collects, maintains, and monitors accurate and up-to-date financial and programmatic records of each applicant sub-applicant for the COVID-19 Public Assistance Grant, including their respective financial sub-recipient monitoring portfolio.Coordinates with state and federal stakeholders and networks to promote the delivery of services for designated areas and i support of the Public Assistance Grant Program.

Provides oversight to sub-recipients with funded projects to ensure compliance with federal and state program regulations and policies, and coordinates and documents initial applications through the closeout process; performs analysis of related performance data in support of sub-recipients reviews; distributes information regarding state and federal policies and procedures to individuals, groups, and agencies.

Collects and prepares eligibility information for the COVID-19 Public Assistance Grant Program; prepares materials to assist with program planning, technical guidance, and with the application process for eligible applicants; develops tools for monitoring implementation and planning of programs; reviews records, information or training materials as necessary, to ensure accuracy and compliance.

Researchesstate and federal regulations and policies to maintain current program knowledge to provide assistance to grant applicants for COVID-19 Public Assistance Grant funds; reviews records and information to determine ongoing eligibility of entities receiving funding.

Reviews program and service data for quality improvement opportunities and generates management reports for use in short and long range program planning and for assessing the effectiveness of the Public Assistance Grant Program.

Maintains proficiency in computer systems, management of databases and office software, as appropriate, to ensure the accurate tracking and compiling of program information, and with the preparation of related reports and other documents. Attends conferences, meetings, and workshops in order to stay abreast of best practices and network with stakeholders.

Develops and maintains cooperative relationships and provides technical assistance and support to Division staff, other state agencies, local jurisdictions and other stakeholder organizations.
