SALARY

$117,000 - $132,000

POSITION SUMMARY

Under direction, provides project management and direction in medium and complex projects and/or large-scale implementations for the Construction Safety Division areas under the General Manager of Construction Safety, and which benefit all or significant parts of the Authority. Leads coordination with external and internal partners on complex agency-wide issues. Collaborates with team members to research, monitor, evaluate, and enhance existing processes and assist in the implementation of a cohesive construction safety program.

Qualifications

PRIMARY RESPONSIBILITIES

  • Coordinates and performs reviews of division projects and construction activities, data, and business processes:

  • Develops, plans, and tracks projects, including schedules, resource needs and selection, communication plans, implementation plans, and issuing resolution plans.

  • Serves as project point-person to monitor execution, timing, functionality, quality, cost, communication, and documentation.

  • Identifies risks/gaps and creates mitigation plans.

  • Identifies and removes barriers to implementation.

  • Identifies and resolves project issues and risks and monitors successful execution of revised action plans.

  • Develops review plans and tools (e.g., checklists).

  • Drafts division plans, policies, procedures and guidelines.

  • Performs record reviews and corresponding data analysis.

  • Designs, tests, and improves methods, tools, and routines as needed to evaluate or suggest safety improvements.

  • Develops, tracks, and oversees data and analysis tools, such as data collection forms, databases, and Safety Department internal sites.

  • Creates reports, presentations, graphs, and other visualizations to illustrate findings for technical and nontechnical audiences.

  • Presents reports, findings and recommendations by demonstrating a high degree of technical and grammatical accuracy.

  • On behalf of the Safety Department, assists with the coordination and execution of safety program oversight activities and requirements.

  • Coordinates, collects, synthesizes, and presents information.

  • Reviews reports, findings, deadlines, and coordinates response and implementation of corrective action plans as needed.

  • Develops, tracks, coordinates, and reviews performance management data and assists in the improvement of Construction Safety initiatives and projects.

  • Monitors division performance goals, identifies critical issues, and establishes regular reporting mechanisms.

  • Assists management in researching and revising processes and procedures.

  • Creates cost benefits analysis reports for management to use in evaluating program options.

  • Makes presentations to management on findings.

  • With direction and support from management, works to develop, monitor and maintain the division’s Annual Performance Plan and Five-Year Strategic Plan.

  • Assists with special projects and collaborations, such as benchmarking studies, process assessments, or other inquiries.

  • Performs related duties as assigned.

  • Ability to work under tight deadlines managing multiple projects and tasks.

  • Maintaining communication internally and externally with various outside agencies and social services agencies/foundations.

  • Implementing effective time management and project oversight processes.

  • Keeping abreast of all Federal, State and Local requirements, including relevant CTA requirements, and transit and safety industry standards and best practices.

  • Keeping abreast of CTA operations in connection with safety aspects.

  • Preparing for and assisting with reviews outside of one’s area of subject matter expertise, and by interfacing with staff at all levels of the organization.

  • Building and maintaining effective working relationships within the Authority and industry.

  • Synthesizing large amounts of data into meaningful key performance indicators.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor’s or Master’s Degree in Business Administration, Business Management, Project Management, or a related field, plus five (5) years of experience managing large scale projects and/or programs, or an equivalent combination of education and experience relating to this position.

  • Experience working with personnel and executives of all levels and varying professional expertise.

  • Geographic Information Systems (GIS) experience preferred.

PHYSICAL REQUIREMENTS

  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.

  • At times could require traversing the right-of-way (structure, ballast, and subway) for extended distances in all weather conditions.

  • At times could require ascending/descending ladders.

  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

  • Strong written and verbal communication skills including the ability to synthesize varied and technical information, and to clearly and effectively articulate the results of work performed.

  • Working knowledge of safety practices and techniques including the principles of Safety Management Systems, Safety Risk Analysis, Continuous Improvement, and Safety and Security Certification.

  • Working knowledge of Project Management, Construction Management, Construction Contracts, Quality Assurance/Quality Control procedures.

  • Working knowledge of computer applications, statistical and other analytic techniques, and performance measurement concepts.

  • Ability to apply professionalism and discretion while maintaining effective working relationships with organization managers and personnel.

  • Ability to work with sensitive information while maintaining strict confidentiality.

  • Detailed knowledge of project management principles and practices.

  • Detailed knowledge of performance management principles and effective use of logic models.

  • Working knowledge of the principals of data and statistical analysis.

  • Working knowledge of report preparation.

  • Working knowledge of budgeting and financial analysis.

  • Working knowledge of the principles and practices in program development and administration.

  • Strong project management skills. Strong organizational skills and attention to detail.

  • Strong presentation skills with experience presenting to large and diverse audiences.

  • Ability to gather, analyze and evaluate facts and to prepare and present concise oral and written reports.

  • Ability to establish and retain effective working relationships with external partners and other CTA staff.

  • Ability to transition easily with project changes and possesses the flexibility to frequently transition from one project assignment to another.

  • Ability to oversee multiple projects, balance multiple priorities, deadlines and budget constraints.

  • Ability to apply safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise or resolve technical matters.

  • Ability to develop, implement, and evaluate hazard control designs, methods, procedures and programs.

  • Ability to work independently and collaboratively.

WORKING CONDITIONS

  • General office environment.

  • Construction equipment and work sites.

  • Requires travel to work locations throughout the CTA system.

  • Subject to normal garage, shop, yard, and right-of-way hazards such as moving equipment, electrically energized conductors, noise, heights, and other hazardous conditions.

  • Subject to various lighting and weather conditions when visiting field locations.

  • May be required to work various extended or irregular hours (including evenings, nights, & weekends) in order to meet project deadlines or respond to CTA emergencies.

  • Must be available to respond to calls or email inquiries outside of regular work hours.

EQUIPMENT, TOOLS, AND MATERIALS UTILIZED

  • Standard office equipment.

  • Personal computer and related software.

  • Personal protective equipment (PPE).

Additional Details: Employees and/or union members will be given priority consideration in the hiring process, per the applicable labor contracts.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
