Job Brief

Coordinates all phases of full-cycle recruiting for the Agency, from initial sourcing and screening through placement and onboarding. HR Generalist duties to include employee relations, benefits administration, and HRIS management.

POSITION DUTIES

Develops and maintains ongoing recruitment sources. Attends and represents agency at Job Fairs, including college on campus recruitment. Lists openings and specifications through social media sites and all other appropriate recruitment sources. Develops promotional recruitment materials, i.e., flyers, brochures, to target current vacancies. Works with managers to determine position requirements and implements appropriate recruitment strategy. Ensures staffing needs are met on a timely and cost effective manner. Interviews, tests, assesses all applicants and refers to Management. Reviews all position requisitions as they are received for accuracy. Inputs requisitions and completes application screens in Taleo system. Directs and follow-ups on new applicant’s application and ensures accurate in Taleo system. Compiles and prepares administrative paperwork for new employees including performing employment reference checks, all regulatory screenings (SEL, CBC, MHL, SCR, etc.), obtains and verifies degrees, license credentials and post-medical exams. Reviews, prepares and processes change of statuses through Oracle. Prepares various reports through Taleo and/or Oracle platforms. Conducts in-service orientation sessions for all new hires. May conduct supervisory in-service training on various HR topics. Provides staff and supervisors with guidance and information regarding benefits, policies and procedures. Coordinates internal transfers and disseminates the information to management and staffing department. Fosters positive employee relations via direct involvement with transfers, promotions, complaints and problems. Assists in administration of Wage and Salary Program: determines starting salaries, promotional increases according to agency policy, etc. May participate in salary surveys of other organizations when appropriate.

REQUIREMENTS

  • B.A. Degree in related Human Resources Field.

  • Minimum two years full cycle recruitment, candidate sourcing and generalist experience.

  • Experience using Taleo strongly preferred.

  • Proficiency in Microsoft Office (Excel, Word, & PowerPoint) and HRIS experience.

  • PHR and/or SHRM-CP preferred.
